SOW or T&M? Stop picking on preference and start picking on scope.
Both models have their moment. Pick the wrong one and you overpay by 20% or ship six months late. Here's how we actually decide.
Every European buyer we speak to in 2026 is quietly rethinking how they engage external delivery. The T&M-only default is loosening. But when the pendulum swings, it tends to overshoot — and SOW becomes the new religion.
The honest rule cuts through both: T&M wins when scope is genuinely unknown and you need embedded expertise. SOW wins when the outcome is definable, the milestones are measurable, and headcount growth simply isn't on the table.
The numbers back the shift. SOW models routinely deliver 18–28% blended cost savings versus Tier-1 consultancies on comparable Data Platform builds (Source Global Research, European IT Services 2026). That saving doesn't come from cheaper people — it comes from lean pods, milestone pricing, and no partner-margin stack sitting on top.
Where SOW fails is when clients want T&M flexibility dressed up as fixed price. A bespoke pod of 2–8 experts can deliver a defined data migration or reporting rebuild in 12–20 weeks. It cannot absorb three re-scopes without a change request. Nor should it.
Where T&M fails is when clients use it to dodge outcome ownership. If your programme has been in "discovery" for nine months on rates, you don't have a scoping problem — you have a decision problem, and no contract shape will fix that for you.
Our own split across European engagements in 2026 is roughly 70/30 T&M-to-SOW. The SOW share grows every month, driven almost entirely by finance leaders capping headcount while delivery pressure keeps climbing. Expect that curve to continue.
